DATELINE: April 10, 2004. Bad boy Vlad Zhirinovsky is at it again. Not content with his wildly eccentric dreams to invade and reannex Finland, irradiate Germany, turn Budapest into a sea of glass, nuke the USA, bomb Nato warships in the Adriatic and Aviano air base in Italy, and post bail to get his pal Saddam out of US custody, the Russian Duma's accomplished funnyman has once again put his foot squarely in his big mouth.
This time all the flak was over the tiny Baltic republic of Latvia. Vlad insists his words were taken a tad bit out of context when he suggested that Latvia should be completely annihilated and that death-squads in Russia were prepared to wipe the country off the face of the earth and bombard the capital cities of the Baltics.
"I got a little carried away in the Duma," winked a playful Zhirinovsky. "I thought a bit of comic relief was just what the doctor ordered to the day's drab proceedings. So, I had a little vodka ... maybe four or five large glasses. The jokes started flowing, I was on a roll, and I thought, this Nato thing and the Baltics might make for some good, funny material. I didn't expect everyone to take me so seriously ..."
And whilst we are on the subject, Vladimir will be appearing live in Houston, Texas for one night only at the end of April, so better order your tickets in advance since he promises this will be one hell of a show. "I like America, especially Texas and, oh yes, Nevada. Yes, I really love those whore ranches in Nevada, especially. A man gets lonesome when he is on the road and America is a most hospitable place. It will be so sad to see it all go up in smoke one day, but, as they say, life goes on ... until it doesn't. Ha, ha. Only kiddink! You guys ..."

NEW YORK, April 6 -- Vladimir Zhirinovsky, Russia's controversial Deputy Chairman of the State Duma, will make a rare U.S. appearance at the 2nd Annual Russian Oil & Gas: Investment & Opportunity forum to be held April 29 at the J.W. Marriott Hotel in Houston, Texas.
The 57-year-old is the author of many internationally-noted politically oriented books and publications such as Nuclear War: A Means to an End and My Favourite Year: 1962, and is the founder and leader of the Liberal Democratic party, which is neither liberal nor democratic, but is still one of the largest factions in the Duma, the Russian Parliament.
A divisive figure who has suggested a "third path" between communism and democracy which he affectionately calls "facism," Zhirinovsky will discuss the current investment climate and new conquest perspectives in the Caspian region and the Russian territories.
This widely anticipated event will bring together the leaders involved in the Russian black market, exploring both the latest case studies along with the best strategies for financing terrorist groups, and much more. Attend the 2nd Annual Russian "Grab the Oil Fields" Conference and:

The Amusing Things People Are Saying About Vladimir Zhirinovsky, Moscow's Favourite Comic!
Rustam: Zhirinovsky is a clown, but then again are many Russian leaders, like Yeltsin, he was drunk all the time. Wars these days can get hot, unlike WW2 or WW1 where there were only conventional weapons. I don't think they will let him become the president. It is impossible, his opinions are always crazy, but in many ways he tries to uphold Russia's honour (eg in case of Kaliningrad visas), maybe people may favour him because of that, however he is a clown.
Ben: It's rather long ago that I last saw Zhirinovsky on the news. I also think of him as a mad man. What could he acheive? The riot of deputy lodge-keepers?? (Does it make a sense? I think only the losers of the political changes support him. Those who belong to the structurally unemployed. Unfortunately, there are many of them in Russia now.)
Chapeav: I still don't believe that any Russian would willingly go aid Iraq or Iran. The Church nor the Russian people would allow it. But if someone like Zhirinovsky ( Whom I believe to be the Anti-Christ. ) came in to office, the people would believe anyway, or so says the Bible. It's sad that the country I feel should be the greatest on earth should gain such power from the wicked ways of a crooked man.. I hope he's assassinated.
Dolly: I always look forwards to Vlad's visits here at the ranch. The guy makes me laugh, and he's good in bed when he ain't been drinkin' too much..

Flamboyant Russian ultra-nationalist Vladimir Zhirinovsky, renowned for his controversial views on Iraq, has had his words turned into an anti-war rap song. The song, titled "Don't you dare go shooting at Baghdad", is being launched on the internet, according to the Russian television station TVS.
It contains extracts of alleged taped utterances during a recent visit to Baghdad, in which Mr Zhirinovsky used unprintable language to describe the United States and President George W Bush.
Don't you
dare go shooting at Baghdad
They'll take everything apart
Better together *** at Tbilisi
Don't you dare go shooting at Baghdad
Better together *** at Tbilisi
They'll take everything apart
People here like their president
You're despised, you're despised
"Vladimir Zhirinovsky" rap song
The voice on the tape, which Mr Zhirinovsky has denied is his own, uses expletives to suggest making Tbilisi, the capital of the former Soviet republic of Georgia, a target instead.
The politician, who leads the oddly named Liberal Democratic Party of Russia, has had a reputation for fiery rhetoric since he appeared on the political scene as a presidential candidate in 1991. But his political fortunes have been modest since successes in parliamentary elections in 1993 and he is generally perceived as a buffoon.
He is famous for acknowledging that he dreams of a day "when Russian soldiers can wash their boots in the warm waters of the Indian Ocean", and his rhetoric has frequently targeted non-Russian peoples of the Caucasus.
Saddam Hussein figures high among his friends in the international community - members of his youth movement went to Baghdad to show solidarity during the 1991 Gulf War.
He has also threatened a confrontation with the US in the Persian Gulf.
The rap song dubs the words said to be Mr Zhirinovsky's utterances over a dance beat. It remains to be seen whether it will imitate the success of Russian teenage pop duo Tatu, who have spent the past four weeks at number one in the UK charts.

The United States has warned Russia of new sanctions if it continues with plans to provide new advanced weapons systems to Iran.
The warning came as Russia resumed negotiations with Iran for the sale of weapons platforms. Russian officials said they want to complete a new weapons deal within months, Middle East Newsline reported.
U.S. officials said Iran has intensified contacts with Russia and other republics of the former Soviet Union in an effort to complete its nuclear weapons programs. Last year, Washington reported two Iranian nuclear facilities that have not been inspected by the International Atomic Energy Agency.
One of the former Soviet republics helping Iran is Georgia. Officials said that country has acknowledged that its scientists are helping Iran's missile and weapons of mass destruction programs.
Georgian President Eduard Shevardnadze said he told the United States that engineers and scientists from state-owned facilities have resettled in Teheran to work on private military contracts for the Iranian government. He said the engineers came from the Sukhumi Institute for Physics and Technology and the Tbilisi aircraft plant.
Shevardnadze said personnel from Sukhumi are working on Iranian nuclear projects while those from Tbilisi are helping upgrade SU-25 ground-attack aircraft procured from Georgia in the early 1990s. In 1993, up to two kilograms of weapons-grade uranium was stolen from Sukhumi after the facility was seized by Abkhazian separatist forces.
Georgia had used Sukhumi to develop centrifuge faciliti U.S. officials said the Bush administration is monitoring Iranian-Russian contacts. They said Washington's concern is that Moscow plans to expand its nuclear programs in Iran.
"Our concerns about nuclear cooperation with Iran, as well as the sale of advanced weaponry to Iran," State Department spokesman Richard Boucher said on Friday. "We believe Iran uses Bushehr as a cover and a pretext for obtaining sensitive technologies to advance its nuclear weapons program," Boucher said.

BAGHDAD (Reuters) - Iraq on Friday moved to repair diplomatic relations with Russia, damaged by the cancellation in December of a key oilfield contract, by signing a new oil development deal and starting negotiations on more.
Iraq's oil ministry said it had awarded a firm contract to Russia's Stroitransgaz, an oil and gas construction company, to develop block four in Iraq's Western Desert.
It also initialed two more and started negotiations with Zarubezhneft, Russia's umbrella company for state holdings abroad, on the giant Bin Umar field.
That news will come as a shock to French oil major Totalfinaelf which has long been earmarked for the $3.4 billion Bin Umar development, alongside another big prospect, Majnoon.
The initialed contracts were with Soyuzneftegaz for the 100,000-barrel-a-day Rafidain field in southern Iraq and with Tatneft for block nine in the Western Desert.
The deals, signed by Russia's deputy energy minister Ivan Matlashov and Iraq's oil ministry undersecretary Hussein al- Hadithi, provide a boost to political relations as Baghdad seeks to prevent a military assault by the United States.
Moscow is Baghdad's closest ally on the United Nations Security Council and analysts said the deals were an attempt by Baghdad to mend fences.
"I would interpret these deals as Iraq desperately trying not to lose what little support they may still have left after their recent hardline attitude toward LUKOIL," said Paul Collison, energy analyst at Brunswick UBS Warburg in Moscow.
NEW LUKOIL HOPE
The deals come after the cancellation by Iraq of the prized contract for its biggest prospect, West Qurna.
Rights to the $3.7 billion development were held by LUKOIL until mid-December when Baghdad pulled the plug, saying the Russian company had failed to meet the terms of the deal by not starting development work.
Matlashov said there was now new hope the field could be restored to LUKOIL.
"The door is still open for LUKOIL," he told reporters after Friday's signing ceremony. "We don't want Iraq to give the contract to another company."
Hadithi said: "Iraq has postponed giving the contract to another company whether from Russia or any other country. But Russian firms have priority in signing contracts with Iraq."
After the West Qurna cancellation there was speculation that the Iraqi authorities had taken offence at contact between LUKOIL chief Vagit Alekperov and Iraqi opposition leaders.
The opposition hopes to take charge in Baghdad if the United States forces Iraqi President Saddam Hussein from office with a military assault that could be just weeks away.
Since the cancellation, long-standing Iraqi Oil minister Amir al-Rasheed has been replaced by Samir al-Najm, an old hand from the presidential office.
Iraqi oil reserves, second only in size to those of Saudi Arabia, are at the center of a tug-of-war between countries keen to get their hands on Baghdad's oil wealth if Saddam is overthrown.
Apart from Russia, companies from China, France, Turkey, Britain, Vietnam, South Korea, Italy, Spain and Malaysia and Canada have held talks with Baghdad.
But it is the U.S. oil majors that are expected to play the major role in any post-Saddam development, a prospect that has angered Russian companies.
United Nations sanctions forbid any investment in Iraq until the lifting of Gulf War sanctions.
Hadithi said he was confident that Stroitransgaz would start work during the embargo. But Matlashov said implementation depended "on current conditions we are passing through," a clear reference to sanctions.

(AFP) -- Russian President Vladimir Putin vowed to restore close diplomatic ties with Moscow's Soviet-era ally Syria at a meeting with Syrian Vice President Abdel Halim Khaddam.
Putin and Khaddam promised to defend each other's interests as military confrontation loomed over Iraq, and to work together to help calm Israeli-Palestinian violence.
"Russian-Syrian relations are very important. We must hold dialogue and hold to a line that answers our interests," Putin said.
His remarks came in an introductory speech to Khaddam that was broadcast on Russian television. The meeting, which is also aimed at preparing a visit to Moscow by Syrian President Bashar al-Assad, th
